Wifi setup missing security drop down


on our network have connect wifi via security certificate. our mac users manually install certificate, when want connect wifi, select identity based on certificate. 1 mac upgraded 10.11, security drop down not available. can't seem find on internet why missing. know need change make available us?

picture attached shows drop down showing every other mac in office, except one.
