latest AirPort Utility not compatible with El Capitan?


i have set mac mini server scratch (late 2012 model) , installed el capitan scratch, not using timemacihne or other backups screw installation.

downloaded latest airport express utility , shockingly, during installation says not compatible installed version of os x. have same issue , how resolve it?
 

have tried built in airport utility comes el capitan?
