AT&T won't unlock my NEXT iPhone 6


two weeks ago, paid off both of iphone 6's in anticipation of ordering 6s when came out. after making payoff, began trying 2 6's unlocked using at&t unlock website kept getting denied because "you have not completed payments device according at&t next service agreement." account page says no more installments due. i've been calling speak customer service , have been given number of reason why phones can't unlocked:
1. have wait until activate new phone
2. have wait until out of 14 day buyers remorse period
3. att doesn't unlock phones because illegal
4. because i'm on unified plan att/directv, didn't know put $800+ in payments towards next phones.

have thought on can devices unlocked can sell them?

options 1 , 2 make sense. again, did pay off 2 weeks ago , there please. strange.
