iOS 9.1 - H.264 Videos are Unsupported


before ios 9, able sync h.264 mp4 videos onto iphone now:

1. dragging video itunes converted, placed home videos folder within itunes music folder. video syncs onto iphone , playable. video located in home videos folder on iphone (videos app), folder not visible instagram.

2. taking same newly converted video, place folder on desktop, choose have synced iphone , either doesn't sync due error or syncs when try play on iphone, error pops saying video format not supported. 720p videos synced onto iphone cannot played. 1080p videos not sync onto phone @ all.

it's bizarre same video can played inside of videos app , no else. before issue, using mpeg streamclip compress videos 720p h.264 mp4 , worked. else out there experiencing or have solution?
 

found solution although quality isn't great. opening video in quicktime v10.2, can export videos 720p m4v, format understood iphone.
