Why can't I edit this completely in Word for iPad?


i use couple different forms similar 1 work lot, cannot edit parts of on word ipad. example, cannot put checks in boxes , in areas, , it's difficult me cut , paste. didn't have trouble when using word on nexus 9. there app allow or have done cripple word ipad?

i've uploaded form in pdf, did not provide option upload in .docx.
