Portable Hard Drive Erasing Help


hi all, i'm having problems external hard drive. have partitioned 2 segments, 1 files , 1 time machine ups, files section appearing , when enter it empty. whenever try eject it, not eject , when try view drive on disk utility spinning circle, disk utility load straight away if hard drive isn't connected.

suggestions on how fix , if/how can erase drive without disk utility?
