Dock freezes at 100% cpu for several minutes


upon startup dock stays frozen 100% cpu few minutes after reach desktop. if force quit relaunch it. happens on 10.11 , 10.11.1 beta 2. ideas? happen else? why dock? why @ startup?

tried deleting plist, setting dock default etc.
tried removing items login items, launch stuff etc. no difference.

had rebuild user account , seems fixed. never figured out wrong. may have been because of 10.11.1 beta?
