Unique Firewall For Each User


i have question firewall on mac osx. running 10.10.5 , have 2 user accounts. want lock down 1 of accounts behind firewall allow couple of applications access internet. problem no matter firewall options "sticky" , when switch 'primary' account of apps subjected firewall settings on other user account. doesn't matter set each account 'admin' or 'limited user'.

there way generate user-specific firewall settings on mac?
