iMessage relay requires receiving device to be on?

unlike google voice, seems if message sent phone number, device assigned number must turned on, if sending device using imessage, , if number has associated other phone numbers , email addresses, , if 2 imessage apps have communicated each other before, correct?

forcing me leave second phone on time, though both imessage apps using same apple id, otherwise messages don't sync/relay between devices, , i'll miss messages sent 1 device if i'm carrying other.

nice if imessage retried sending other phone numbers , email addresses associated apple id if didn't acknowledge "received" intended recipient after minute.

receive imessages on ios devices without cellular connections, without iphone needing turned on time.

what type of devices? wife's ipad imessages no problem. far know imessage go associated device. in fact, had old iphone ipod , receive messages no problem. sms forwarding require it, yes. imessage shouldn't.
