Trying to setup new iPhone. Doesnt allow me to choose a WiFi Network.


,i decided play around old iphone 4s give nephew.
16gb.
ios 9.1.2.
forgot pass code jst restore it.

ow when go set up, asks enable location services, , brings me apple id sign in screen.
never gives me option connect wifi.
fix this?
 

is wifi working on phone?
if yes should let choose wifi networks , connect one.
