iPad Changing cellular providers on iPad


can change providers after choosing 1 on ipad or ipad mini. example, current ipad on t-mobile. when monthly subscription up, change at&t or other provider?

ask because i'm considering getting 2nd lte ipad , i'm wondering if can change preferred carrier after previous owner may have used another....or simple getting new sim card apple?
 

just new sim card carrier of choice, , put in ipad. simple.
