iPhone iOS 7 restore from backup


hello - running 8gb(!) iphone 4s ios 7.
continually keep running out of space, despite purging data/photos. itunes says have 2.21 gb of storage listed "other". i'd delete it. as have in photos , apps put together!

read can delete "other" first erasing phone, restoring itunes backup.

question is: allow me reinstall ios7? or forced upgrade ios 9?

if use option of erasing contents , settings aboalble ios on phone remain on whatever ios version phone running. if restore via itunes typically latest public version available phone installed.
