Server for Beginner

name angelo , im germany, im sorry english. ;)

first off:
we've got fritz!box 7490 providing internet , phone stuff. use mac mini (el captain) , macbook pro retina on way me :3
parents both running windows (8 & 10) on notebooks. use 3 iphones , 1 ipad. appletv in lineup.
never done backup or such.
wanted change , im confused do:
mac mini (late 2012) used backup , file server? or should consider buying nas /(wd mycloud e.g.)?
goal have backupserver timemachine (any windows recommendations?) , file storage separate folders , global folder movies (streamable atv?) , pics.
mobile login reach data on disk via internet nice isn't necessary.

@ last: should cheep possible should reliable. no need raid, im pay more system.

hey angelo, welcome. mini make fine file server. attach large, inexpensive external drive , share via sharing within system preferences. create accounts different people , set folders within external drive appropriate permissions each account. enable port mapping router enable access file shares elsewhere on internet (for this, make sure mini has fixed ip address mapping works correctly). purchase server add-on app store finer control on of these settings.
once other computers have share mounted, can configured use share time machine.
