Moving tables/text around in Pages


i'm working on pages (5.2.2) document several tables text , images in between.

can't life figure out why tables stay in same place while insert new text above them. expect move further down if or press return shift lines down.
know can move tables around dragging them mouse hassle if instance want add new tables @ beginning of document.
can please explain how works?
 

select table, , open inspector>format via view menu or click on format button in toolbar. select arrange tab , choose stay on page or move text required.
