smartphone sold or leased in new york after january 1, 2016 have capable of being decrypted or unlocked manufacturer or os provider. if manufacturers or os providers not comply, subject fine of $2,500 per device.

assemblyman matthew titone introduced bill last summer , referred committee on january 6. in notes accompanying bill, titone justified decryption of smartphone security citing safety of citizens.
the next steps bill move floor , voted on in both assembly , senate.

tim cook , apple have consistently spoken out against putting backdoors in encryption technology, arguing allowing backdoor "good guys" allows "bad guys" use more nefarious means. last month, apple criticized proposed investigatory powers bill in uk, tracks users' website history , adds backdoors encryption. last week, cook lambasted white house officials on encryption policy, asking them adopt "no backdoors" approach.
