Personal Hotspot and iPhone 5 vs 4S


i have macbook pro (el capitan 10.11.2) , iphone 5 (ios 9.2), , i've setup personal hotspot feature. when turn macbook on , there's no internet connection, have go wifi menu , wait personal hotspot (the iphone) appear in menu. doesn't, have go 'sit' on personal hotspot settings page on iphone , phone appear on macbook wifi menu. won't work , end re-booting macbook and/or iphone. macbook never connects automatically. it's not problem either macbook or iphone not being logged icloud - icloud features work reliably.

has behaved way ever since got iphone 5 shortly after launch day (and i've had original 1 replaced refurbished model 18 months ago too). prior icloud personal hotspot feature being introduced ios, found had put iphone on personal hotspot settings page before appear in macbook's wifi menu. yet when in public area (e.g. on bus) see other people's iphones in wifi menu - surely weren't sitting on personal hotspot setting page?

i've noticed if use sister's iphone 4s, works expected. macbook automatically connect phone when doesn't have internet connection. appears rule out configuration of macbook being issue. on other hand, brother-outlaw's iphone 5 behaves same way mine, both computer , macbook.

makes me suspect there's iphone 5 hardware wifi/personal hotspot makes feature work unreliably. can comment on this?
