Very confused about Messages


hi guys,

confused messages app.

have iphone 6s , os 9.2.1 , have no third party apps installed , never have installed any.

under settings > messages "imessage" turned on , "send sms" turned off - don't recall having ever changed setting. i'm wondering if means if other person doesn't have iphone still message?

appreciated.
 

send sms turned off default. turn on. other iphone users may not have data connection iphone send/receive sms instead until connection better.

there times i'm messaging sister , chat bubble go green (sms) blue (imessage) within same conversation. can literally tell when has better network coverage.
