"Your location will be used for emergency services" keeps popping up - iOS 9.2.1


i have ios 9.2.1 installed on ipad pro. ever since upgraded 9.2.1, i've been getting popup emergency services (up several times hour). don't want disable numbersync, these pop-ups getting annoying. i've reset network settings, tried re-installing 9.2.1 through dfu mode, , restarting. nothing seems work. suggestions?
