iphone 4s won't turn on


my iphone 4s won't turn on while connected, @ first thought cable bought new 1 says charging won't turn on. i've upgraded 9.2 believe.
 

hold home , sleep buttons @ same time until apple logo appears, 10-20 seconds. if nothing happens charge wall charger 30 minutes , again.
