Only Downloaded Music turned on, but Music app still showing/playing from the cloud


i'm on ios 9.2, has been problem me ever since 8.4 update. in fact there thread others reported same issue, solution seemed to delete songs aren't stored on device manually. anyway, title suggests, have "only downloaded music" turned on, music app still shows , plays music i've purchased through itunes in past. i've found can temporally solve killing music app, but, eventually, songs once again reappear in library (though greyed out , without checkbox next them). else have issue? there anyway solve it?
 

i experienced similar. causing such issues itunes match. did seemed fix turn off apple music , icloud music library in settings. remove existing downloads. sign out of app itunes store. return music app , again delete remaining downloaded songs. rebooted knows if necessary. sign in app itunes store. ymmv. luck.
