Mail app brings deleted email back from the dead


my 2011 i5 imac running 10.9.5 , using included mail app managing 7 email accounts plus archives couple more. have fair number of rules keep things sorted out , organized pretty well, , delete cruft , empty trash regularly. keep inboxes under 2000 items total.

sometime last year, started noticing email coming in old timestamps. "received" dates randomly in past: anywhere few days few months old, no real pattern. didn't come same sender, or same email address. days i'll 1 or 2, other days i'll 50+ emails i'm sure received already, , deleted.

seems issue mail; temporarily deactivated of accounts on mail , activated them via ms outlook, , issue stopped accounts. used "rebuild" function in mail , transferred accounts mail , issue seemed abate, temporarily. in full force.

ideas wrong mail, , how fix it? i'd rather not switch outlook, ya gotta ya gotta do.
 

are of 7 accounts set pop? if so, i'm wondering if "downloaded" status getting confused.
