What's included in iCloud sync?

hi.
forgive me if question has been done, i've had no luck finding answer.
have upgraded imac , macbook el capitan. also, have ditched google chrome (because hogging memory) , switched safari.
logging in google chrome would mean changes made mirrored on device, , i'm thinking of installed extensions. extensions install on chrome installed on device use chrome for. doesn't icloud safari? (i have ticked safari sync in icloud prefs on both computers).
likewise, want many mail rules on macbook copy , sync imac, don't seem be. have thought icloud too, no?

unfortunately, don't think extensions sync in safari. sync feature keeps bookmarks, reading lists, passwords, , else date, not that. may have manually. however, there hope mail (if use icloud mail, is). have log onto http://icloud.com , go mail tile. there, can set rules in settings. way, run rules @ server level before hits mail app, no matter computer using rules applied.
