HELP on if/how to upgrade cMP 5,1 for video production work

hi all:

the question:
video production pro using 2010 classic mac pro isn't performing professional like, should upgrade?
option a, wait new new mac pro? (although pro cannot wait till wwdc)
option b, windows/pc, , if recommendations?
option c, upgrade classic mac pro, , if so, video cards and/or components think should budgets?

tldr; i'm recommending option c, i'm not sure video card recommend upgrade better premiere/fcpx use , hope folks have suggestions on option or of options a-c.

anyway, here circumstance:

his machine:
2010 mac pro

2x2.4ghz quad-core intel xeon
24 gb 1066 mhz ddr3 ecc
2 ati radeon hd 5770's
3 screens: (2)x 1900x1200s, (1) 1600x1200
1 inatek usb 3.0 pci card
osx 10.11.12

software prefers run:
premiere pro
after effects

current problems rig:
-when premier exports/renders complete timeline of video project (which includes motion graphics few plugins), glitchy. example, results in crash during rendering.
-also, says discovered machine wont run latest version of premiere.
-he wants able 4k video, perhaps upgrading screens.

budget: $2000 upgrade mac or $3800 new windows pc (and flexibility suggestions in between)


anyway, here of thoughts him, hoping guys can provide own best thoughts him:

option a: wait new new mac pro till wwdc. no on this. may worth considering, doesnt want wait indefinitely , unless happens in next month or so, not realistic option (for expense reasons , suspect nothing announced till wwdc @ best)
option b: consider switching pc. vote no, i'm biased against pcs. since has decent pc budget, wasn't sure better, switch windows, or upgrade 5,1. know use, i'd stay on mac, dont want os bigotry in way of real need work done. dont know pc side enough, perhaps others here provide thoughts.

option c: upgrade 5,1 cmp. suggestion based on limited knowledge of pc side. figured upgrade 5,1 mac $2500 quite formidable follows:

3. upgrade video card, but problem don't know video card recommend him. ideally card helps accelerate premiere , maybe final cut pro x if ever chooses try it. guess great macvidcards.com (~$700) great, or decent pc card. dont know best premiere and/or final cut pro x.

5. upgrade 4k screen, not specific mac. i've seen throw away screens cheap $250! (http://www.walmart.com/ip/46867816?...0903112&wl4=&wl5=pla&wl6=152842183712&veh=sem)
