Can't Cut & Paste Anymore


hello,

upgraded el cap (10.11.3) & can no longer cut & paste folders external hd's mac.i can copy & paste.
i'm highlighting item moved,then typing command-c (to copy),then navigating destination window & pressing command-option-v (to paste) see message pop up:

there locked items in trash. want remove items, including locked ones, or unlocked items?

have no items in trash has gone wrong? i've been cutting/pasting since lion & have issues.i appreciate feedback.

this works me...
using mouse,
right-click on folder moved , select copy,
navigate desired location , right-click on bare spot, see copy selection in menu, press option/alt key , copy change move function.
