Resolved Photos not loading everything to iCloud


i had issue had consolidate old iphoto library , photos library, re-add them photos , upload them icloud photo library. have 15299 pictures, when uploading icloud, doing 11533 of them. why 4000 pictures not being uploaded?

(if @ bottom right, shows both numbers)

note: there no existing pictures in icloud photo library prior this.
note: have 40gb of unused icloud storage, these photos take 18gb

solution: through lot of googling, found no solution. today discovered if select of photos, , "favorite" of them, sort of forces photos re-sync everything. may need toggle few times, or groups (off 1000 pics example). got 15000 pictures sync.

Fallout 4 Builds- Which ones You Prefer?
