IMEI corrupted cant activate iPhone 5s


my friend dropped iphone , lost cell signal , showing "searching" @ info bar. went ahead , restored thinking sort issue, itunes showing (-1) , (-50) error, after multiple tries completed process.

issue phone stuck in welcome screen , way activate it. tried xampp tool itunes , detects phone, gives error saying "could not complete activation because activation information invalid". quite sure might hardware level issue , unfortunately don't have access people can repair @ hardware level.

there anyway complete activation , use device atleast ipod touch? please if work around available.
 

did try reseat sim card? may have been dislodged when dropped phone.
