i have found workaround creating usb boot device in el capitan. el capitan permissions locked , there no way edit info.plist file. here steps correct can create bootable usb using bootcamp.
go applications , utilities , right click on boot camp assistant , duplicate it. should have 1 says boot camp assistant copy. right click copy , click show package contents, locate info.plist file , open text edit. find

make sure remove pre in front of usbbootsupportedmodels , go apple logo click mac, system support , see boot rom version , make sure add list. once added list can close file , thats it.
when go use boot camp assistant use 1 duplicated.
