Mac Pro 2009 won't boot - strange diag leds behaviour


hi!
reading post. have problem mac pro 2009 (4.1) , need help!

the symptoms:
mp won't boot. when press power button, turns on, fans running (not psu fan though), can hear activity in hd , optical drive no chime , no video (screen stays black). keyboard not responding, can't open optical drive.
led on power button starts blinking.

what tried:
tried remove gpu, hds, optical drive, rams. tried reseating rams, shuffling rams, new ram,...
tried gpu, resetting smc,...
no changes.

diag leds:
when press diag led button on backplane, have amber 5v led on.
when press power button, there brief red light on cpu board, that's all. no other light after that, neither cpus nor rams, led on power button goes white.
on plane leds, there green led on amber 5v stays solid green.
close diag button,
efi led goes green, gpu led goes green, gpu led starts blinking (green), @ same time top led (sys pg ?) goes solid green, after gpu led has had few blinks, turn off efi led , led on power button blinks.

Is religion a fraud?
